FAMILY SUPPORT SERVICES - GENERAL

Readiness to Learn Foundation/Family Resource Center
When looking for help, RTL is one of the best places for families to start
Offering resources and support for parents in a welcoming environment. 
Services include:
  • Information and referral to local helping organizations
  • Parent education classes
  • Access to Department of Social and Health Services

CADA - Citizens Against Domestic & Sexual Abuse
If you or someone you know is a victim of domestic or sexual violence, CADA can help.  
Offering free and confidential assistance to victims of domestic violence, sexual abuse, elder abuse, stalking, child abuse or neglect.

FAMILY SUPPORT SERVICES - EARLY CHILDHOOD

Island County Early Childhood Behavioral Health Support
The Early Childhood Behavioral Health Support Program seeks to meet the needs of Island County parents and caregivers and their Birth to Five-Year-Olds.
Services include:
  • In home visitation for families with Birth to Five-Year-Old children, focused on promoting attachment and early nurturing relationships.
  • Prenatal and postnatal visitation and support, especially for young isolated or at-risk parents or caregivers.
  • One-on-one Parent Coaching to address individual concerns, increase parenting confidence, and encourage capacities for future parenting.
  • Areas addressed may include any aspect of children's social-emotional development including challenging behaviors, developmental milestones, or daily routines.
Any Island County resident who is requesting or seeking help in their role as a parent can receive services.  Parents and caregivers do not need to qualify based on any screening, diagnosis, or professional referral.  A special focus will be placed on those who may not qualify for already existing community resources.

Island County Parent to Parent
Parent to Parent offers support, connections to resources, system navigation and opportunities such as events and training for families with children or adults with special needs, delays, disabilities and/or complex medical needs. 
Services include:
  • Support for families of children and adults with disabilities/special needs
  • Information & resources to community providers
  • Monthly Newsletter with resources, support and ideas
  • Personal support from another parent who has a child with similar needs can be helpful
  • Educational presentations from system experts
  • Social and recreational events such as dances, movies & bowling
  • Island County Disability Resource Guides including Autism & Behavioral Health plus Transition to Adulthood and Ages & Stages

Mother Mentors
Trained volunteer mentors donate their time to help parents of infants with everything from simple tasks, such as preparing a meal or reading a story to a sibling, to more demanding needs like helping with the young children. In addition to providing parents with a break and stress relief, mentors learn to recognize the signs of problems in the home, including postpartum depression and child maltreatment, and also learn to refer parents to community resources. Mentors establish rapport, help parents gain a sense of belonging in the community, encourage self-care, and support parents in gaining new skills and learning about child development.
Mother Mentors are available to visit all types of families with children aged five and younger.
Services are free of charge and are provided in the family’s home. At least one parent or caregiver must be in attendance at all times when a mentor is present in the home.

Playscape (a program of Mother Mentors)
Playscape is a facilitated, drop-in play and learn program for children and their caregivers birth to five.
Location: In the South Campus of the Elementary School, 5476 Maxwelton Rd, Langley.

STEPS (formerly the Toddler Learning Center)
Offering therapy, education, and parent support for children 0-36 months with developmental delays on Whidbey Island.
Therapists and teachers provide in-home support to parents and caregivers to help implement therapeutic practices into daily routines that facilitate a child's development.

FAMILY SUPPORT SERVICES - TEENS & YOUNG ADULTS 

Ryan's House For Youth
Providing a safe nurturing environment for homeless youth on Whidbey island. 
Programs include:
  • For teens and young adults age 12-24, a drop-in center operating from 7 - 7, Monday through Friday. 
  • For young adults ages 18-24, RHFY offers emergency, short term, and transitional housing on site. 
  • For underage youth ages 12 - 17, housing is available through RHFY's Host Home Program.
Support within RHFY's programs include case management, food, showers and a clothing closet.

The HUB After School
The HUB is an after-school drop-in program offering social and recreational activities for middle and high school youth in a safe, supportive setting. Young people have access to food, games, art activities, workshops and adult mentors.

Helping Hand of South Whidbey
Helping Hand provides immediate financial assistance to residents of South Whidbey when basic services of life and well-being are in danger of being discontinues, and makes referrals for longer-term assistance.

Opportunity Council
Connecting people in Island County with programs that address immediate and crisis-oriented needs (food, emergency shelter, eviction-prevention, energy assistance) to longer-term programs that promote self-sufficiency (early childhood education, home weatherization).

Friends of Friends
Friends of Friends is a community-supported fund offering financial help to South Whidbey residents with medically-related expenses they cannot afford to pay.
Friends of Friend's program can assist with:
  • Hospital bills and lab fees
  • Ferry or gas money to treatment facilities
  • Prescription drugs
  • Screening exams 
  • Some "alternative" medical treatments with some record of efficacy (like nutritional counseling, acupuncture, herbal medicine, and naturopathy)
  • Some dental situations when there are medical implications
  • Mental health care for school age youth

Island County Opioid Outreach
Working in collaboration with first responders and area service providers to provide short-term support for people with opioid addiction until intake with local treatment providers is completed. In addition to providing initial support, the program helps people in need of services navigate the complex treatment system and/or recovery support services.

Hearts and Hammers
Hearts & Hammers brings together a community of local volunteers to help repair and rehabilitate homes each year in May, for those who are physically or financially unable to do the work alone. Emergency repair services may also be available.

The Haven
Operated by the Whidbey Homeless Coalition and supported by community partners, the Haven is an overnight shelter welcoming adults and children with a parent.

SPiN (Serving People in Need) Cafe serves people experiencing homelessness on Whidbey Island, as well as community members who might have a place to stay, but nowhere to call home.

Island County Behavioral Health
Services are available to all individuals and family members residing in Island County regardless of ability to pay or funding source. Outreach Behavioral Health Services are intended to stabilize clients in the least restrictive manner possible.  Services are matched to each person’s need and the severity of the crisis.
Services are for those who are at risk for a preventable visit to the hospital emergency department or for calling 9-1-1; either because they do not know how to access the appropriate help or resources or have not accessed or refused the appropriate help.
Program includes:
  • Telephone based crisis assessment and support.
  • Telephone consultation and support for individuals and family members.
  • Referrals to a variety of services and supports to respond to client’s needs.
  • Counseling sessions in the client’s home, a community setting or in the Human  Services offices.
  • Consultations to law enforcement and other community providers.

Island Transit
Island Transit is a free transit system in Island County, Washington, serving Whidbey Island and Camano Island. The system consists of fixed-route bus service, paratransit, and vanpools. There is no weekend or holiday service.
